HOME Rental Program

HOME has provided affordable housing opportunities for 152 individuals and single mothers with children who are developmentally disabled. Many of these individuals previously resided in substandard housing in undesirable areas, group homes, or with elderly parents.

Most developmentally disabled clients receive Social Security income of $750 monthly. For these adults, the daunting obstacle to independent living is not their disability, but lack of financial resources. A severe housing crisis exists for persons with developmental disabilities who have insufficient income to meet current market rents. Today, these individuals live independently in safe, decent, affordable housing units. Each resident pays one-third of his or her monthly income toward rent. HOME acts as the landlord and property manager for all of its properties.

HOME now owns 42 properties valued at $8..5 million. HOME relies on support from a variety of sources, including major foundations, individuals, several lending institutions, federal, state, and local affordable housing funds.

The qualifications for the Rental programs are:

Tenant who meets the definition of developmental disability, in accordance with California Welfare and Institution Code Statue, Section 4512 (a).
Is at least 18 years of age or older
Reflects the person’s need for a combination and sequence of special, interdisciplinary, or generic care, treatment, or other services which are of lifelong, ore extended duration and are individually plan and coordinated
Has a physical, mental or emotional impairment which:
Is expected to be of long-continued and indefinite duration
Substantially impedes the persons’ ability to live independently
Is of a nature that such ability could be improved by more suitable housing conditions

Has a developmentally disability, defined as a severe chronic disability which limits:

1. self-care
2. receptive and expressive language
3. learning
4. mobility
5. self-direction
6. capacity for independent living
7. economic self-sufficiency
